GuppY 4.6.10 is avalaible for downloading

This patch comes up with corrections, improvements and a few new things.

 - correction of relative urls of images (img/, inc/img/ and photo) into absolute urls in the newsletter and in the RSS Feeds
 - correction of relative urls of links into absolute urls in the newsletter and in the RSS Feeds and the supervision emails.
 - correction of the anchors in the newsletter; they will stay relative ones.
 - correction of the function pubDate
 - correction of the function UpdateDBBlog
 - correction of the members zone management in postguest.php
 - correction of error.php since the 4.6.9 patch
 - Addition of the file install/migrate24.php
 - correction of links when switching language
 - addition function inconv when PHP <5, thanks you linuxmr
 - correction of the order of the tests in the browsing of a repertory with the function is_dir
 - correction of the taking into account of the language in FCKeditor
 - NEW:  the function  Banners becomes bilingual.

 - improvement of duplication with creation of the element after validation and not before.

 The Language pack has also been updated to 4.6.10 version; it is avalaible for downloading
