Languages modules v4.0 : Two new languages and the german update

We thank all the GuppY Users who helped us updating the languages modules, specially those that extend GuppY presence world wide :
- For Bulgaria, bulgarian for the 3.0 version thanks to Silvi Yordanov
- For Taïwan : traditional chinese translation for the 3.0 version, thanks to Wen-Yu Huang
German has been updated for the version 4. Thanks to frannyz
